Default R-7U replacement filter question

Hi, I bought an R-7U (I'm in Canada, maybe this is the reason for the slightly different model number), and it came in a hard black case, and where the two holes are in the bottom, on the previous filter, one of these holes is not blocked. However, on the replacement I bought, both holes are blocked, and one of them has a very small hole in the plastic casing (by very small I mean about 1cm across, maybe 0.5 cm high. Is this a case I need to remove before installing the filter? I can't seem to get it off with hand strength alone. I tried installing the filter leaving this on, and the water pressure that comes out of the filter is barely more than a drip, and definitely not a steady flow. Advice?
