Default Carbon Particles in Water

I have a Culligan SY-2650 under sink system which uses the D-250/D-250A dual filters. I ordered and replaced with the Pentex D-250A pack which is the same model under a different name. When I turned the faucet on, thick black carbon water came out for approximately 5-7 seconds and then it started to clear up. I ran the water for 5 minutes like recommended and when I half filled a glass, there were about 20-30 small carbon particles floating in the water that quickly sank to the bottom of the glass. I ran the faucet another 5 minutes and still the tiny particles that quickly float to the bottom. Will these particles ever clear out? Do I have defective filters? Are the carbon particles dangerous to drink?
